Rev. Dr. Otis Thomas McMillan served as a pastor in the African Methodist Episcopal Zion Church for nearly thirty years. Presently, He serves as the Executive Director of the Bureau of Church Growth Development of the African Methodist Episcopal Zion Church International. This department houses two distinct ministries which are the Evangelism ministry and the Home mission ministry.

Dr. McMillan has earned degrees in Theology, Divinity and Doctor of Ministry.  He has a genuine concern for people which has inspired him to publish several inspiration books, produce a number of musical recordings, and distribute thousands of teaching CDs and DVDs each year. God has given this preacher a Rhema word to speak prophetically into the lives of His people. He has traveled extensively throughout the continental United States, Hawaii, Virgin Islands, Bahamas Islands, Israel, South Korea, Trinidad, West Indies, several nations of Africa. As a lecturer, conference speaker, and revivalist he is in high demand. During the 2008 General Conference of the African Methodist Episcopal Zion Church, Dr. McMillan was elected as the eighth director of the Bureau of Evangelism and in 2012, the first Executive Director of the newly formed Bureau of Church Growth and Development of the AME Zion Denomination.

He and his wife of fifty-one years, Barbara Jean Adams McMillan, local preacher in her own right, are the proud parents of five adult children and fifteen grandchildren. Today, all their time and energy is devoted to proclaiming the message of the kingdom of God “that all may know the Lord Jesus Christ” as Savior and Lord!
